Why U.S. and NATO increased production of opium and heroin in Afghanistan?

During the war, Afghanistan became the largest producer of raw material for opium and heroin.Za 2012 held 75% of world production, while in 2013 this share could reach 90%.
Official figures show that 14 years ago, in 2000, the annual production of opium in Afghanistan fell sharply from 4 tons to zero in the next season.
This followed the orders of Taliban leader Mullah Omar, who announced the opium of "haram" - forbidden.
For comparison, in 2013 after a colossal effort of the allies in the battle against drugs annual opium production is 5,500 tons to 3,700 tons in 2012.
Such an achievement is more like a dream than a reality.
Currently, the maximum production of opium and heroin, although the declared purpose of the U.S. invasion was just the opposite.
So far in Afghanistan is the longest, bloodiest and most complex that NATO has ever undertaken. Since the overthrow of the Taliban in 2001, we still think that we can offer Afghans the fruits of our society, but they want freedom and their freedom does not match our democracy.
In 2013 Afghanistan opium poppy cultivation and opium production reached a new record, according to the UN. United Nations Office on Drugs and Crime (UNODC) says that there are 2.09 million hectares of poppy fields.
This means practical failure of surviving more than 10 years of effort, financed by millions of dollars.
Or to doubt the intentions?
Either war is a complete failure?
Then look for the guilty.
Even northern provinces (as controlled by Karzai and allies) - Balkh and Fariab again produce opium in 2012 after it was announced that there is no such production.
