John Kerry has promised to protect Japan from North Korea.
The request comes days before the anniversary of the birth of Kim Il Sung, which date related concerns about possible aggression.
The Secretary of State said that Washington and Tokyo are peaceful solution, something he described as "the highest priority" of the two countries.
"We are ready to reach out, but we need appropriate time and appropriate circumstances," said Kerry.
Report of the Defense Intelligence Agency (DIA) said, "with moderate confidence" that North Korea has developed a ballistic missile with a nuclear warhead. The opinion of military intelligence was immediately rejected by several administration officials, as well as South Korea.
This is the first case in which the U.S. official admitted that Pyongyang has a weapon capable of reaching the continental United States.
